Second Amendment
The framers of our Constitution felt firmly that the right to keep and bear arms should be guaranteed for every citizen. I agree with this position.
I believe that the majority of our citizens, our gun owners, are law-abiding people who use their guns responsibly for hunting, sporting activities, and personal protection.
With every right there remains an implied responsibility. Recognizing that there are more than 30,000 deaths and an additional 60,000 injuries each year from firearms it remains appropriate that the health-care funding for these events be borne by those citizens who are exerting their Second Amendment rights and not by citizens who do not. I have proposed that a health-care premium be collected at the time of purchase of guns and ammunition which would cover these costs and which could not be used for any other government expenditure.
This would provide an immediate universal coverage for these types of injuries. Concurrent with the establishment of such a fund would be the immediate protection from litigation for the manufacturers of guns and ammunition. The establishment of the health care injury fund establishes and acknowledges the dangers associated with the use of the product and relieves them of liability. Should the industry develop improved safety features there would be a resulting decrease in the amount of required premium.
